When distributing scarce resources, economists commonly aim to fulfill some fairness constraints. This project examines a new smart reserve system for allocating scarce resources that aims to optimize over two objectives simultaneously. While our mechanism can be applied to any resource allocation market, we focus our attention on the vaccine allocation market. With the onset of the COVID-19 pandemic, priority systems have been implemented to allocate vaccines to individuals. In a priority system, patients are linearly ordered and the vaccines are given to people in that order. Such mechanisms have some issues. For example, in a priority system, one must decide whether to prioritize infants or elderly. This research seeks to develop a more fair system for vaccine allocation.
